I agree with the ID, but only if you follow Linsenmaier (1959).
Me (in my papers) and Niehuis (in Fauna.org, Fauna Germanica etc.) follow Móczár's interpretation (1964).
Thus the correct name should be Elampus constrictus
I found the type in Berlin (lost in one old paper box and unfortunately almost destried).
However this name should be changed again in the next future according to the my findings on other types.
