From what I can see its a Chrysura sp in the dichroa-complex of species, but that is just from the slim habitus and colouration, if you have some other Chrysura or Chrysis species in Turkey with these characters I do not know.

very interesting pictures, with the Chrysidid trying to enter into the flower.
It is a Chrysuradichroa(Dahlbom), perhaps a male. In this season they are quite common because they parasite solitary bees (e.g. Osmia), which are on the wings in spring.
