For me it is not Chrysura : I see a cavity on the head, and white hairs... may be Chrysis ? (but I never seen Euchroeus or other genus of Chrysidini except Chrysra & Chrysis).
it's a male of the Chrysura dichroa group. All the specimens in this group have a weak scapal basin. Bogdan, did you collect the specimen? It looks like a male of C. laevigata for the long malar spaces, but I think that without genitalia dissection is not possible to ID the specimen for sure.
