your specimen belongs to the genus
Elampus and should be
constrictus Foerster sensu Moczar (1964) [=
panzeri Fabricius sensu Linsenmaier 1959].
To be sure 100% I should examine at least the anal margin, but the shape of the fore femura is simple and thus should exclude the similar
panzeri sensu Moczar.

I cannot say if it male or female. If you want to separate males from females you have to examine the setae under the genae (on the head).
